It was my raid card and the heatsink actually fell off the processor for reasons unknown. P.S I found one device recently that didn't thermal throttle. Because the processors will slow themselves to avoid damage. It's probably the only clue you will get there is a problem. If your finding performance is down and temps are stubbornly high then look into cooling it better. Hence why I just leave systems running where possible.
